## Rules

- A documented operation does not grant permission.
- Use a row only when its capability record reports `scopeGranted: true`, `availability: "available"`, and the required launch state.
- Planned rows are contract records. Their routes are not mounted and must not be called.
- Keep bearer tokens, provider credentials, handoff handles, and tenant identifiers out of URLs, logs, and generated content.
- Follow any returned claim, approval, pairing, integration, or checkout action through the human flow. Do not complete a human-only action as the agent.
